Rapes are just the latest in apartment complex's woes

Long before Houston police say two men cast a pall of fear over a sprawling Sharpstown apartment complex - forcing women into vacant units and sexually assaulting them at gunpoint in at least three instances in the past two weeks - the complex has been riddled with problems.

In fact, the California owners of Mills Apartments on Bissonnet Street just off the Beltway were so in debt and had left the 708-unit complex in such poor shape that in the spring of 2011,Wells Fargo Bank officials requested a court appoint a receiver to oversee the property while they determined whether to foreclose on it. Since July, Wells Fargo has owned the property, according to the Harris County Appraisal District.

Residents here say while some improvements were made, security at the complex is "non-existent." About a third of the apartments are vacant, many left unlocked. Meanwhile, residents say the six security cameras installed since Wells Fargo took over either don't work or no one is watching.
