A 19-year-old Carson City man who told law enforcement he fantasizes about luring young girls to his home to rape and kill them, is facing federal charges of possessing child pornography.
Richard Charles Tucker, who goes by “Charlie” was arrested by members of the Internet Crimes Against Children Task Force on Wednesday at the Carson City home he shares with his family.
He told investigators he was “two steps away” from acting on his urges of violence and death to a child, court records show.
Friday morning he appeared in Reno federal court and was appointed a public defender. A July 29 preliminary hearing was scheduled and Tucker was remanded to the Washoe County Jail without bail.
According to court records, ICAC members discovered that Tucker had been sharing Internet files depicting images of child pornography. During a search of his home on Wednesday, they found he had been using his computer in his bedroom to download Internet child pornography files. They also found a flash drive containing five of his “favorite” child porn videos on a shelf in his bedroom.
Tucker told an investigator that he knew it was illegal to possess the images, but could not help himself, according to a criminal complaint. He said he had been actively searching for child pornography for the past two years, and that it was a “habit.”
“During the interview with Charlie he revealed that he has fantasized about how he would lure a child into his home and sexually assault her,” according to the complaint. “Charlie also described in detail his fantasy of kidnapping, sexually assaulting and killing a young girl. He said he is ‘two steps away’ from taking these actions.”
