Insanity spares 'bizarre' killer prison

TORONTO - A schizophrenic Scarborough woman who killed her mother by partially scalping her was declared not criminally responsible (NCR) for the horrific slaying due to her mental illness, a judge ruled Wednesday. “She killed her mother in a most bizarre and brutal manner,” said Justice Ian Nordheimer of Annesair Balkaran who partially excised the face and scalp, causing the death of her mother Zaniffa Balkaran, 59, a retired personal care worker, in January 2011. “She admitted the act to both the police at the time and to a psychiatrist.” A “blank-faced staring” Balkaran told shocked police officers that her mother’s bloody corpse, surrounded by blood and a shattered vase, was “a sacrifice to my Gods.” Later, she said, “Yo, she just got busted up by a vase.”
