TOKYO — Police said Friday that the remains of a man were found inside a black vinyl bag by a bank of the Arakawa River in Tokyo’s Katsushika Ward. According to police, a man going fishing came across the bag at about 8:30 p.m. Thursday. He noticed a foul odor coming from the bag and notified police, NTV reported. Police said the state of decay indicated that the body had been in the bag for several months. They said it was an adult male and was naked. The hands and feet were bound and there was another bag over the head, police were quoted as saying.
