John Van Allen, 34, was driving his three children - a 10-year-old girl and two boys, ages 13 and 15 - when he opened fire on Orgeon State Police Trooper Matthew Zistel on Aug. 29. Allen, a former soldier with the U.S. Army, was shot in the chest before he drove away. He was found slouched over the wheel of his car a half-mile up the road and pronounced dead.
