Man looked up skirts via camera, police say

A 40-year-old Fort Wayne man was in jail Sunday after he was caught using a shoe camera to peek under women's dresses at Castleton Square Mall, the Indianapolis Metropolitan Police Department said.

Police said David Delagrange targeted women in dresses, then stood close enough to place his right foot between their feet.

About 9:30 p.m. Saturday, an IMPD officer working part time at the mall approached Delagrange after someone reported him for acting suspiciously.

Delagrange was shocked with a taser after police said he resisted the officer.

After he was in custody, police said, they found a sophisticated camera/audio recording system Delagrange apparently had built.

They said the system was made up of a camera attached to Delagrange's right shoe, with controls for video and audio in his pockets. Police said he had been taking video of women under their dresses and skirts without them being aware.

District detectives were able to obtain search warrants for storage devices in his home and vehicle. Police said one of the females in the mall is thought to be a juvenile.

Delagrange faces preliminary charges for voyeurism, resisting law enforcement and felony child exploitation.
